Puzzle

In the dead of night, the commander stood before the war map, circling a city in red ink. He knew that in exactly three hours, an enemy bomber fleet would reduce the entire sector to ash. A single phone call was all it would take to trigger the air raid sirens and save thousands of sleeping civilians. Instead, he coldly ordered all communication lines cut, explicitly forbidding anyone from sounding the alarm. By morning, the city was a smoking crater. Weeks later, he was pinned with the nation's highest Medal of Honor.
